Poor utilisation of funds by panchayats

KOCHI: Panchayats in Ernakulam district have emerged at the top of a bunch of departments that failed by a long margin to utilise their budgetary allocations for the current financial year.

According to review data from the District Development Council, panchayats in the District utilized just about a quarter of their allocation till the end of the current month.

The panchayats had a combined allocation of Rs. 86.31 crore of which the total spending was just 24.75 per cent, said an official communication here on Saturday.

Five of the departments have utilized just around 50 per cent of their allocations. The Department of Agriculture, with an allocation of Rs. 5.85 core spent only Rs. 2.41 crore or 41.26 per cent of the allotted money. The Department of Rural Development spent just Rs. 8.24 crore (46.25 per cent) out of its total allocation of Rs. 19.52 crore.

The Government Ayurveda College, which received Rs. 70 lakh in budgetary allocation spent just Rs. 22 lakh. The office of the Malayattoor DFO, which received Rs. 1.17 crore, spent Rs. 41 lakh.

Only 14 Government Departments had utilized their full allocation for the current financial year. These include the Department of Cooperation. The Department of Minor Irrigation utilized 103 per cent of the allocation while the Department of Major Irrigation — Moovattupuzha MVIP and Koothattukulam MVIP, utilized 100 per cent of their allocation.

The budgetary spending of 65 Departments were reviewed at the DDC meeting.
