Pay up for work on remodelling drainage lines, BWSSB tells BMRCI

Water board wants hospital to pay Rs. 3.18 crore for remodelling drainage lines


Bangalore: A war of sorts is on between the Bangalore Medical College and Research Institute (BMCRI) and the Bangalore Water Supply and Sewerage Board (BWSSB) over the remodelling of water supply and underground drainage lines at the Victoria and Bowring hospitals.

While BMCRI, which manages Victoria and Bowring hospitals, blames the BWSSB for haphazardly closing trenches that were dug up to lay new water and sanitary pipelines, water board officials said the hospital had not paid them for the work except for the initial deposit of Rs. 50 lakh. “Restoring the roads was not part of the original work order. We have completed it although the hospital owes us Rs. 3.18 crore,” a BWSSB official said.

The Hindu had recently carried a news report titled “Dusty road to Victoria” which highlighted the hardship faced by patients in the dusty environs of the hospital.

Following the news report, BWSSB Engineer-in-Chief T. Venkataraju wrote to BMCRI Dean and Director O.S. Siddappa to pay the amount along with interest at the rate of 10 per cent a year from June 2009 till date. The letter, a copy of which is with The Hindu, states that the water board had carried out the work without waiting for the full deposit from the hospital.

“Although you are yet to pay us Rs. 3.18 crore for the work, we have replaced the pipelines which were laid 40 to 50 years ago without affecting the functioning of the hospital. The work has been carried out in the same alignment where the old lines were functioning,” the letter states.

“You may appreciate the hardship faced by our labourers when they were working / replacing the live sewage line in an unhealthy / smelly atmosphere. Accordingly, it was our duty to bring back the excavated portion to original level, which has been carried out and completed in all respects,” Mr. Venkataraju said in the letter.

“Instead of appreciating our work, your statements against the board are totally unwarranted and not in good taste. You may take immediate action to deposit the balance amount of Rs. 3.18 crore with interest and also to arrange to get the road asphalted through Public Works Department or at your own level,” the letter states.

Dr. Siddappa said he had forwarded the letter to the Medical Education Department. “When we do not have the funds to pay the capital of Rs 3.18 crore itself, from where can we pay the interest? We can pay only if the Government releases funds. I will shortly meet BWSSB Chairperson P.B. Ramamurthy and discuss the matter with him,” he said.
