Telangana issue dominates Legislative Council proceedings

Amendment to the Governor's address sought

HYDERABAD: The Telangana issue dominated proceedings in the Legislative Council on Monday when members from the region demanded an amendment to the Governor's address as it had ignored any mention of Telangana.

Congress Members Ponguleti Sudhakar Reddy, K. Yadava Reddy, G. Bhanu Prasad expressed anguish that in spite of aspirations of Telangana people for a separate State and the ongoing non-cooperation movement, the subject did not even find a mention in Governor's address to the joint session of the legislature on last Thursday. They insisted that the Governor's address be amended before continuing the discussion on Motion of Thanks.

When Chairman A. Chakrapani said that a deadline set for receiving any amendments ended on February 18, Mr. Yadava Reddy sought to know whether the deadline would be extended in view of the importance of the issue.

Former Chief Minister K. Rosaiah explained that one could not add or delete to the Governor's address during a discussion on Motion of Thanks. However, members could express their views during the discussion and at the end while passing the resolution, their view could be incorporated. He reminded the House that the Governor's address was prepared by the government.

Leader of Opposition, Dadi Veerabhadra Rao (TDP) said once the discussion started, it should not be interrupted as per rules and no amendment or inclusion was possible at that stage. K. Nageshwar (Ind) said to end confusion in the State, the Council should pass a resolution urging Centre to take a decision on Telangana at the earliest.

Social Welfare Minister Pithani Satyanarayana said the issue was under the Centre's purview while Labour Minister Danam Nagender and Agriculture Minister Y. S. Vivekananda Reddy said the members could express their views during the discussion on the motion. The Chairman said he would give his ruling later.

Resuming the debate on the motion of thanks, Y. B. Rajendra Prasad (TDP) said the Governor had presented a glossy picture about the government, suppressing the reality of all-pervasive corruption in key schemes.

Be it strengthening of primary and second health care centres, success under ‘Jalayagnam', schemes like seven hour power supply or development of Masula port, the reality was contrary to claims made by the government in the Governor's address, he said.
