Manipur Plan pegged at 3,210-crore

NEW DELHI: The Annual Plan for Manipur for 2011-12 was finalised at Rs.3,210 crore at a meeting here on Monday between Planning Commission Deputy Chairman Montek Singh Ahluwalia and State Chief Minister Okram Ibobi Singh.

In his initial remarks, Mr. Ahluwalia lauded the State Government's efforts to speed up development and exploring possibilities of public-private partnership (PPP) in social and physical infrastructure projects.

While hailing its initiatives aimed at improving governance, the government was advised to develop a roadmap for use of science and technology in speeding up growth.

The Planning Commission, Mr. Ahluwalia said, was working out a draft approach paper for the 12th Plan which is not only different from earlier Plans but also has in-built mechanisms to plug all shortcomings of development programmes.

Manipur, he said, should come forward with its experience in working on such growth programmes to enable the new Five-Year Plan to deliver better.

Briefing the Commission on Manipur's performance and its programmes for next fiscal, Chief Minister Ibobi Singh asked for a substantial increase in Plan funding to facilitate improvement in basic infrastructure and provide for both the backlog and its current share in Centrally-sponsored schemes.

He said skill development and capacity-building programmes have to be expanded to address the problem of unemployment among the youth.

Mr. Singh also sought special Plan assistance to take up projects related to roads and bridges, flood control and anti-erosion schemes, drinking water supply, upgradation of infrastructure in higher secondary schools and colleges and improvement in the state's power transmission and distribution network.
