TRS, TDP and CPI members raise slogans demanding resolution on creation of Telangana House fails to transact the listed agenda for the third day since the Governor's address HYDERABAD: In an unprecedented instance, the motion of thanks to the Governor's address was adopted amid chaotic scenes without any debate in the Assembly on Tuesday following a brief reply by Chief Minister N. Kiran Kumar Reddy. With the House failing to transact the listed agenda for the third day since the Governor's address following repeated adjournments over the Telangana issue, the Deputy Speaker allowed the Chief Minister to reply. Pointing out that adopting the motion of thanks was a constitutional obligation, he sought the cooperation of the opposition even as TRS, TDP and CPI members stood near the podium and raised slogans for introducing a resolution on creation of Telangana State. Earlier, Government Chief Whip Bhatti Vikramarka moved the motion of thanks, which was seconded by Dronamraju Srinivas (Congress) amidst continuous slogan-shouting by TRS, TDP and CPI members. ‘Insult to Governor' Mr. Vikramarkudu referred to the recent attempt to “insult” the Governor during his address to the joint legislature and described it as an attack on the constitution and democracy. He also condemned the assault on Jayaprakash Narayan (Lok Satta) and emphasised the need for protecting the rights of all 294 members. There was a danger of losing rights if democracy and constitution were not protected. As the din continued, there was no response from the opposition benches to the Deputy Speaker's request to speak on the motion of thanks. With his appeals to the floor leaders to call their members to return to their seats going in vain, he adjourned the House for the third time. When the House re-assembled after about an hour, the Chief Minister, while giving the reply noted that it was difficult to do so without a debate.
