HYDERABAD: Leaders of the non-cooperation movement by government staff in Telangana have confirmed that the employees in the region will not get their salaries on March 1 as the deadline for submission of pay bills to the drawing officers in every department this month was not met. According to C. Vittal, president of Telangana employees association, the staff was supposed to prepare the pay bills and submit them to the drawing officers on the 18 {+t} {+h} of every month but it was not done in February as the non-cooperation movement commenced a day earlier. The drawing officers forward the bills to the Pay and Accounts Officer in Hyderabad and the district treasury officers at the district level latest by the 25 {+t} {+h} of month. Moral angle Mr. Vittal said it was decided not to prepare the bills on moral grounds as the staff did not work from February 17 as part of the non-cooperation movement. It was felt they would be accused of claiming salaries without working. He claimed that there could be a “saving” of Rs. 500 crore for the government on account of non-release of salaries to the employees. Meanwhile, the State government has invited the agitating employees in Telangana region for discussions at the Secretariat on Monday with the Group of Ministers. The GoM comprising Anam Ramnarayan Reddy (Finance), Dharmana Prasada Rao (Roads & Buildings), Danam Nagender (Labour) and C. Damodar Rajnarasimha (Higher Education) met Chief Minister N. Kiran Kumar Reddy on his return from New Delhi on Sunday night. Mr. Ramnarayan Reddy told The Hindu that the Ministers briefed the Chief Minister about impact of the non-cooperation agitation launched by the Telangana employees. The discussions could not take place on Saturday as the leaders staged a noisy protest for being prevented from entering the Secretariat. At Sunday's meeting anguish was reportedly expressed over the way Handlooms Minister P. Shankar Rao joined the sit-in with these leaders.
