As per norms reply must be preceded by debate for six working days Finance Minister's reply, devoid of any elaboration, lasted barely 13 minutes HYDERABAD: The Congress government at last managed to push through the reply by Finance Minister Anam Ramanarayan Reddy to the 2011-12 annual budget and fulfilled a constitutional obligation amid continuous din and disruption by Telugu Desam Party members in the Assembly on Friday. Although there is a norm that that the reply must be preceded by a debate on the budget for six working days, no such discussion was held. It was announced as completed after a brief and perfunctory speech by N. Jayaprakash Narayan (Lok Satta). The reply, devoid of any elaboration, lasted barely 13 minutes. Pandemonium began as soon as the House met, as the TDP members from Seemandhra region surrounded the podium, displayed placards and raised full-throated slogans, forcing Deputy Speaker Nadendla Manohar to adjourn the House thrice. Each time the House reassembled after the break, the high-voltage drama was repeated, leading to adjournment for the day after the reply. Four CPI members, led by G. Mallesh, too moved to the podium, seeking statehood but withdrew later. Kiran's vain bid Chief Minister N. Kiran Kumar Reddy made a vain bid to restore order by appealing to the agitating members to cooperate. The House will now have to debate for 18 working days, the budgetary demands of various departments before adopting the Appropriation Bills. In his reply, the Finance Minister said the priorities projected in his budget and the balance struck between welfare and development, reflected ‘the thinking' of the Congress and Sonia Gandhi. Naidu ‘absent' Pointing out to the absence of Leader of the Opposition N. Chandrababu Naidu, he said, “The Opposition is running way from its duty.” Earlier, Mr. Narayan, who was booed by the TDP members, complimented the budget for ‘certain aspects' but regretted the meagre Rs. 17,000-crore allocation for asset creation and the lack of action to export fine rice. In Council too In the Legislative Council too, the Finance Minister had to face slogan shouting by Seemanadhra TDP members. However, as the unrelenting members raised the pitch of their slogans and moved into the well of the House, Chairman A. Chakrapani declared that the Finance Minister's reply was over and adjourned the House.
