VISAKHAPATNAM: The Forum for Better Visakha has questioned the rationale behind ‘revalidation' of environmental clearance to the Hinduja National Power Corporation Limited (HNPCL). In a complaint lodged to Union Minister of State for Environment and Forests Jairam Ramesh, Forum Convenor E.A.S. Sarma said a probe should be conducted as to how the MoEF had erroneously issued a revalidation letter for an old EC that lapsed in 2001, on the ground that the company informed the Ministry that it started construction work well before it (EC) lapsed. Mr. Sarma, who is a former Union Power Secretary, said that either the company misled the MoEF or someone in the Ministry had colluded with it. “I requested the MoEF to investigate this but, for some strange reasons, the MoEF has been non-responsive,” he said He alleged that the company had taken up construction in at least 230 acres in CRZ, thus violating the CRZ stipulation in the revalidation letter. Plea This would straightaway make it mandatory for the MoEF to treat the EC as null and void, he said. He asked the Minister to treat his letter as a legal notice under Section 19 of the Environment (Protection) Act, 1986.
