Thrust on solving ‘under investigation' cases


Number of UI cases across the Central Zone, in which charge sheets are yet to be filed were more than 5,000, writes R.Rajaram


Law enforcers in the Central Zone have given fresh impetus to the “under investigation” (UI) cases, to address the huge pendency in jurisdictional districts.

With conclusion of the Assembly elections which kept them occupied for more than a month, investigators have now been asked to concentrate on the UI cases systematically to complete probe, and file charge-sheets in the court.

At a review meeting convened here recently, the Inspector General of Police, Central Zone, K. Vanniaperumal, conveyed the message to the Deputy Inspector Generals of Police of Tiruchi and Thanjavur Ranges and Superintendents of Police of eight districts.

The IGP instructed the law enforcers to accord priority for those UI cases pending for long despite the arrest, identification, or location of the accused for expediting probe and ensuring early commencement of trial.

In this direction, law enforcers have been asked to constitute small teams, each comprising an officer and assisted by men in every police station, and perform the task of paying exclusive attention to the located UI cases and lay the charge-sheet upon completion of investigation.

Police sources say that the number of UI cases across the Central Zone, comprising Tiruchi Rural, Perambalur, Ariyalur, Karur, Pudukottai, Thanjavur, Tiruvarur and Nagapattinam districts, in which charge sheets were yet to be filed were more than 5,000.These include murder, robbery, accident, theft and prohibition cases. What has been more challenging for the law enforcers are those cases where the identity of the accused is unknown or where the identity of the victim and the accused in addition to the motive for the crime are unknown. Such undetected cases, including murder, robbery and grave burglary were still under investigation stage for want of any tangible clues.

The Sources say such type of undetected murder and murder for gain cases alone in Tiruchi Range alone in which breakthroughs were yet to be achieved, accounted for 15, including those reported in 2010. The figure is more than 100 in respect of undetected robbery cases in the Tiruchi range, comprising Tiruchi, Perambalur, Ariyalur, Karur and Pudukottai districts. With respect to undetected grave burglaries and thefts, the number of cases exceeds 100 in the Tiruchi range.

The probe becomes even more demanding for the investigators especially in murder cases when the body of the victim is completely burnt. A classic instance is a murder case reported in Sempattividuthi police station in Pudukottai district where a body was found completely charred except a portion of both legs inside a cashew grove at south Rayapatti last year.

The deceased, accused, and the motive behind the crime are not known for want of clues. A fresh look is to be given in such undetected cases in order to bring the culprits to book, says a senior police officer.
