3G spectrum auction, model of transparency: Montek

PUDUCHERRY: Apart from the current deliberations that are focussing on “how to catch corruption when it happens,” there is a need to create systems that would make it difficult for corruption to take place.

“This is how we read the Prime Minister's direction in the recent meeting of the Planning Commission and steps would be initiated to realise the same,” Deputy Chairman of Planning Commission Montek Singh Ahluwalia said here on Saturday.

Speaking to reporters at the Pondicherry University, Mr. Ahluwalia said that the nation was “rightly concerned” about the 2G spectrum issue but there were “professional things” that could be done to ensure transparency and weed out manipulation. In this regard, the 3G spectrum auction was a “model of transparency” where a huge sum was realised by the government without any accusation of corruption. “This model could be repeated everywhere and ways to check the processes and increase transparency should be built into the systems,” he said.

On the issue of access to higher education, Mr. Ahluwalia said that apart from expanding existing universities, “huge flexibility” should be given to private sector universities that want to come up.

“Though there are huge problems of quality control, if the private sector wants to spread out reasonably good universities, we should let them do it,” he said.
