BHUBANESWAR: The State government is in the process of preparing a data base of pending disciplinary proceedings against employees for quick disposal. According to sources, all departments have been asked to prepare list of employees facing disciplinary proceedings. Chief Secretary Bijay Patnaik, who chaired a high-level meeting of secretaries recently, advised them to create data base of pending disciplinary proceedings, if necessary by engaging a team of retired staff, who should be different from the team already engaged for consignment of files. According to GA department sources, at the State-level about 2,446 disciplinary proceedings are pending. Moreover, there were around 300 to 400 pending CBI cases involving State government officials. Due to delay in disposal of disciplinary proceedings, promotion of officials are held up for long period for which concerns are being raised at various forum. The large pendency level seems to have created confusion. According to the proceedings of the meeting, cases are continuing even after retirement of officers concerned.
