NEW DELHI: The Central Government on Thursday released a handbook on disinvestment to guide the managements of Central public sector enterprises (CPSEs) and other departments associated with the process of sale of equity in state-owned units and thereby streamline and expedite the entire exercise. Releasing the ‘Handbook on disinvestment through public offerings' here, Finance Minister Pranab Mukherjee said: “The handbook will be handy since it is [a] step-by-step guide to the entire disinvestment process starting from seeking government approval to final listing on the stock exchanges”. Pointing out that the handbook would be useful to all parties, including CPSEs, administrative ministries and the Department of Disinvestment, Mr. Mukherjee said it “will ensure uniformity and continuity over the different issues and, at the same time, help to evolve and strengthen the system [of disinvestment]”. The handbook, he said, also contained the experiences of the Department of Disinvestment with regard to offloading of the Centre's equity stake in state-owned companies as it has overseen 11 such public offerings during the last two years. The handbook is expected to be immensely useful to all stakeholders as the government has budgeted to mop up Rs.40,000 crore through sale of its equity in CPSEs during the current fiscal.
