Banks should not treat the lending to poor as bad loan, says Prasanna Nayak BHUBANESWAR: Housing and Urban Development Minister Sarada Prasanna Nayak here on Monday urged bankers to play a proactive role in providing loan to urban poor for construction of houses and self-employment. Addressing an interface between bankers and government officials, Mr. Nayak said banking institutions should not treat the lending to poor as bad loan, but they should involve them in the housing and employment generation programmes for poor by ensuring proper monitoring of repayment of loan. It is to be noted that State Housing and Urban Department has been insisting on achieving target under various schemes in housing and self-employment sector. According to the HUD department, 1,57,000 beneficiaries are targeted to be covered under the Interest Subsidy Scheme for the Housing the Urban Poor (ISHUP) across 30 districts during the financial year 2011-12. However, non-release of interest subsidy in time and confusions over guidelines has slowed down progress of the scheme. According to an official from Ganjam district, many urban poor were not able to avail advantage of the scheme as they didn't have land record in their name. Moreover, administrative delay in identifying beneficiaries and subsequent setting in motion the process was major reason behind not achieving the target. Bankers too expressed their doubts over the implementation of Swarna Jayanti Sahari Rozgar Yojna saying operational details were not intimated to them regarding the employment scheme. Joint Secretary in Union Ministry of Housing and Urban Poverty Alleviation S. K. Singh, State HUD secretary Sourav Garg, Commissioner of Bhubaneswar Municipal Corporation Vishal Dev, and Commissioner of Cuttack Municipal Corporation Rabi Narayan Nanda spoke on the occasion.
