VIJAYAWADA: The unemployed youth has lost as many as 10,000 jobs due to indecisiveness of the State Government. The District Employment Office here could not conduct training-cum-placement programmes as the Government had not sanctioned any budget and kept the proposals sent by it in abeyance. The District Employment Officer through District Collector sent the proposals valued at Rs. 1 crore to conduct training programmes during last financial year under Rajiv Udyogasri scheme. The programmes were aimed at providing jobs to unemployed youth who either passed 10 {+t} {+h} standard or possess qualification less than it. The employment office had conducted a rigorous survey of jobs available in industries, services and hospitality sectors. The Small-Scale Industries Association, AP Lorry Owners Association, Hoteliers Association, Association of Lady Entrepreneurs of Andhra Pradesh (ALEAP), and government organisations like APSRTC and National Academy of Construction were roped in to provide necessary training. These organisations had agreed to provide vocational training and provide jobs to eligible candidates. The employment office, in the first phase, planned to provide at least 5,000 jobs and another set of 5,000 jobs in next phase. The employment officials persuaded the private organisations to offer attractive salaries, and reserve some posts for the unemployed selected for vocational training under the Rajiv Udyogasri. The proposals were sent in September-October 2010, but Government had not taken any action. Neither the officials here received any written communication or funds. When employment officials pursued the matter, they were told that the organisations intending to provide vocational training were not recognised by the Central Government to take up Vocational Training Programme. The Rajiv Udyogasri guidelines, however, do not forbid the officials in involving private agencies. The other reason stated to be cited by higher-ups in Hyderabad was that the Government was in the process of formulating new set of guidelines for the Rajiv Udyogasri.
