‘Lack of civic amenities delayed handing over of 293 houses'

BANGALORE: When there is a hue and cry over the delay in construction of houses for the flood-affected people in north Karnataka, here is a case where 293 houses were constructed by a prominent donor organisation about three months ago but could not be handed over to the beneficiaries as the district administration allegedly did not provide civic amenities.

Responding to the reports carried by The Hindu on the delay in completion of Aasare houses, Rajeev Chandrashekhar Foundation, a social service organisation belonging to the Rajya Sabha MP Rajeev Chandrashekhar, has alleged that though the construction of 293 houses by it was completed in Shirabadagi taluk of Badami taluk in February itself, they could not be handed over as water, roads, drains and power had not been provided by the district administration.

As per norms, the government is required to provide civic infrastructure for the houses being built by donors.

What is shocking is that the work on civic infrastructure was taken up by the district administration only after the issue was taken up with the Chief Minister by Mr. Chandrashekhar, according to the foundation. Of course, now most of the civic infrastructure has been provided.

The foundation has a copy of the letter written to the Chief Minister by Mr. Chandrashekhar on February 2, in which he says that the handing-over ceremony had to be postponed twice even after “blocking the Chief Minister's dates” following the delay in providing civic infrastructure.

In the letter, Mr. Chandrashekhar has alleged that the local officials have not understood the seriousness of the situation while pointing out that it could have been possible to hand over the houses to the beneficiaries before summer if they had co-operated. Now the houses are ready for handing over and a formal ceremony is awaited for giving the keys to beneficiaries.

Pointing out that the foundation has also committed itself to construct houses for the flood-affected in Pattadkal, Mr. Chandrashekhar says in the letter that the government is yet to hand over the land to them for construction. Mr. Chandrashekhar, who is a co-ordinator of the Aasare scheme, has, in the letter, remarked, as a co-ordinator, “I am disappointed” with the slow pace of work.

The revelation of the episode of the donor made to wait for handing over houses because of the delay in providing civic infrastructure by the district administration has caused concern as 293 flood-affected families could have avoided the torturous experience of spending the summer in tin-roofed shelter.
