Black dollar racket

NEW DELHI: A Nigerian national has been arrested at Seelampur here for allegedly cheating people on the pretext of supplying dollars coloured in black.

Arsar Khan lodged a complaint alleging that a foreigner duped him of Rs.10 lakh. About a year ago he came in contact with a lawyer, Anani Can, through the Internet who claimed he had millions of US dollars, gold and diamonds kept with a company in Ghana that could be spent only for charity and construction of mosques and madarsas. He offered Arsar 30 per cent of the amount allocated for such works.

He then asked Arsar to pay for cargo shipment, customs clearance and other such expenses. At his instance, Arsar deposited Rs.1.5 lakh and Rs.3.25 lakh in two bank accounts opened in the names of Mohammad Nazruddin and Wahida Begum. The lawyer then vanished from the scene for several months.

Deputy Commissioner of Police (North-East Delhi) Sanjay Kumar Jain said about three months ago another foreign national -- later identified as a member of the same gang -- contacted Arsar and met him at Delhi airport from where they went to his residence in Seelampur.

The accused, Nzogwu P. Osondu (39), showed him black paper sheets stuffed in a box and claimed that they would turn into dollar bills when treated with a chemical. He also gave a demonstration to convince Arsar that they were US dollar notes.

On the pretext of arranging the chemical, the accused took Rs.4 lakh from Asrar and again demanded Rs.1 lakh. The victim then approached the police. Subsequently a trap was laid and Osondu was arrested. During interrogation, he purportedly disclosed that he had overstayed in the country.
