Mr. Bhimsen Sachar, Governor of Andhra Pradesh, said in Hyderabad that the new trends in criminology made it imperative to review the provisions of the Indian Penal Code so as to see if any amendments were called for to reflect the mind of the nation. The Governor who was inaugurating on June 26 a seminar on Criminal Law Administration, in the Osmania University campus, under the auspices of the Indian Law Institute said that in the process of recasting some of the provisions they might have to say some hard things on those closely connected with the administration of criminal justice. Mr. Sachar said that the investigating and prosecuting agencies should learn and unlearn many things to earn the esteem of the people. It was mistaken notion that every case should end in conviction. The sordid anxiety to secure a conviction somehow or other had been responsible for much of the “shameful fabrication of evidence” in judicial proceedings. He would rather a guilty person escaped punishment for want of evidence than that frantic efforts, not unoften with the knowledge of very senior officers should be made to secure his conviction through fabricated evidence. The entire personnel involved in the transaction suffered in official stature and integrity.
