The Tamil Nadu Panchayats Act was enacted and brought into force in April 1994, and the rules under the Act were issued from time to time from 1997 to 2004. It contains the 73rd Amendment to the Constitution of India, Tamil Nadu Panchayats Act, 1994; rules and instructions common to the three tiers of the Panchayat; and instructions relating to village Panchayat; rules relating to Panchayat Union Council and the District Panchayat, and other related Acts. The objective of this publication is to further the dissemination of the rules and regulations governing Panchayat administration so that the elected representatives remain accountable to their electorate.

Focussing on talent is surely more complex and may lack the political appeal of process reforms, which can be implemented in broad strokes.
