Good response from industry
The Director of the Small Industries Service Institute, Bangalore, S.S. Dhillon.
S.S. DHILLON assumed office as the Director of Small Industries Service Institute (SISI), Bangalore, in July, 2004. Earlier, he served as the Deputy Director at the Development Commissioner of Small-Scale Industries, New Delhi. Here are excerpts of an interview with him.
On what basis does your institute draft courses?
Basically, I am from the field of Industrial Management and Training. I am having two other officers to assist me to update courses. We are devising the courses according to the needs of the industry and demands in the market.
To what extent do the courses cater to the needs of the SSIs?
The courses in financial management, marketing, awareness campaigns on WTO rules and its impact are very much relevant to the industry. The SISI processes the cases of units seeking reimbursement for the process of obtaining ISO 9000 certification.
The Small Industries Development Organisation under the Union Government reimburses the money for those industries that obtain ISO certificates.
Under the credit-linked capital subsidy scheme also, the SISI is conducting many programmes.
How do you find out the requirement of the industry?
We are in the industry for the last 27 years. I have the field experience and know the management aspects of the industry. We are looking into how changes are taking place in the industrial environment.
For instance, Value Added Tax (VAT) is likely to be introduced from the next year. So, VAT is our next subject to focus on. Small-scale industrialists must be aware of the consequences of VAT on the business.
What is the response from the industry and unemployed youth in rural areas?
About two days ago, we conducted a programme on cosmetics and 34 persons participated and most of them were CEOs from different firms. So, I feel the response is very good from the industry.
We are trying to reach out to the people in the rural areas by conducting programmes in remote places. Recently, we conducted a programme at KGF and the participants had studied up to matriculation.
What are the future plans of the institute?
Well, the institute will soon start courses in subjects such as computer accounting, marketing and sales for general graduates, carpentry and manufacture of leather goods.
How is the response from the VRS employees to the programmes?
We trained about 300 persons last year. This year, we want to cover more employees who had taken VRS. We are getting financial assistance from the Union Industry Ministry to conduct programmes for VRS employees.
I believe more than 20 per cent of the trained persons received gainful employment.
