What can be done to stop leakage of question papers?
Printing facilities
Till 1947, examination question papers, right from SSLC to degree courses ,were printed in Britain and delivered to the universities. After independence, the question papers were printed in local presses by the universities concerned and the printer's name was kept a top secret.
Those who leaked the question papers, as per the investigations, were the persons connected with the press. So, printing work should be done without the help of peons, attenders and clerks. The universities themselves should have printing facilities and they should be operated by cadres not lower than that of deputy tahsildars.

Educate students
Question papers have to be brought to the examination centres only hours before the exams. They should be in the possession of a trust-worthy person. Above all, students should be educated and made aware that examinations are a way to test their knowledge in various subjects.
Educating students would go a long way in stopping such leakage because if students are not interested in getting question papers beforehand, there is no use leaking them before exams.

Different sets of question papers
Online exam system is the best, which is followed only in the case of entrance examinations. A separate classroom and a set of invigilators with the online exam facility can definitely stop the leakage.
Otherwise, like AIEEE, five different sets of question papers can be made.
More number of problems, questions related to thinking and logical reasoning can make students to be less interested in searching for question papers.

Less manual work
It is high time the educational institutions introduce online examinations.
Since manual work is negligible, students as well as teachers will not be loaded with the burden of pre and post examination toil. Also students should have self- realisation that tests are just to examine their capabilities.

Be vigilant
Security forces must be strengthened at the examination centres and officials need to be vigilant during the dispatch of question papers. But the permanent solution would be to conduct examinations online. As this procedure cannot be adopted throughout immediately, universities have to implement special safety measures. Students must be trained and counselled in such a way that they face examinations boldly.

Protect password
We should conduct online exams and give password to the students at the time when they appear for the exams. This kind of protection is the best solution.

Lack of interest
It is the teachers' duty to make the subjects interesting. Only because of lack of interest in the subject, students go for question papers before the exams.

Shuffle questions
Online examinations are the way. It demands good knowledge of the subject.
Omission of certain topics by students can be avoided as online tests are purely objective. Care should also be taken to see that no two individuals get the same question paper. The order in which questions appear can be shuffled.

Provide security
The universities must send the question papers to the examination centres five minutes before the exams begin. And in the university, the question papers must be kept in a locked room under the control of securities.

Education system
Online exams test a student's knowledge in the subject. For online testing to take over the written exams, the education system should be transformed completely so that the educational institutions deliver intellectuals to the society and not graduates.
