It is wonderful to know that people like you are interested in a discipline that not many would like to focus on. In Bangalore, you could approach the Centre for Studies in Aquaculture Nutrition Advance Studies, University of Agricultural Sciences (UAS) (http://uasbng.kar.nic.in), and build a career. If you are willing to move out of Bangalore, there are many institutions that can help you. Under the aegis of Indian Council for Agricultural Research (ICAR) (http://www.icar.org.in/) you will be able to get a list of institutes that are dealing with this highly specialised area. You could also contact the Central Institute of Brackish Water Aquaculture, Chennai (e-mail: ciba@tn.nic.in) and get further clarifications.
If you pursue programmes from the institutions that function under ICAR, you can get a bank loan and start an aquaculture centre, become an entrepreneur and provide opportunities to many others.
Aquaculture is the cultivation of the natural produce of water (such as fish or shellfish, algae and other aquatic organisms). The term is distinguished from fishing by the idea of active human effort in maintaining or increasing the species involved, as opposed to simply taking them from the wild. Subsets of aquaculture include mari culture (aquaculture in the ocean); alga culture (the production of kelp/seaweed and other algae); fish farming (the raising of catfish and tilapia in freshwater ponds or salmon in marine ponds); and the growing of cultured pearls (Wikipedia)

I am working in a Government organisation from 1997 after completing fulltime degree. Later I took admission in Alagappa University, Karaikudi, Tamil Nadu, for the M.A. in Personnel Management and Industrial Relations, a two-year distance education programme, which I completed in 2001. I am contemplating moving to a higher post and position after almost 10 years of work experience. The promotion opportunities in the present organisation are at a standstill. I want to join a PSU bank or a department in another Government organisation. All my job applications elsewhere have been rejected. I want to know whether the post-graduate qualification that I possess is recognised by the Government. Should I pursue another post-graduate degree to better my career? I am really confused.

The Alagappa University is recognised by the University Grants Commission. All the State Governments also recognise the University for purposes of employment. You have to keep one aspect in mind: the banks and the departments in the Government call for positions as and when the requirement arises. Hence, it is not an automatic recruitment process.
A Government job may provide you enough comfort. You seem fall into the category of those who feel that their potential is not being put to full use. If you tap opportunities in the private sector you will surely do well.
