Failures in corporate and government activities occur mainly because of the lack of structural design, communication and implementation. These can be verified through e-governance, which facilitates the speedy retrieval of data. E-governance has made tremendous inroads in several areas including banking, health care, insurance, agri-marketing and other service sectors, apart from governmental activities.
This is a new sphere of activity that can lead the country to greater heights.
It is in this context that the Mahajana Education Society (MES) decided to introduce a post-graduate diploma course in e-governance. Says M. Kanchan, professor of Commerce and course coordinator, “Even though India is one of the best destinations for IT, there are very few skilled personnel to help in e-governance. The course will help address that dearth to a certain extent. We are the only college in the country to offer such a unique course.”
She said the MES recently made a presentation to the University Grants Commission based on a proposal submitted in 2003.
“The UGC was surprised to know that we had anticipated the dearth in skilled professionals early on. The course is completely sponsored by the UGC.”
Bridging the gap
The one-year (two semesters) PG Diploma was sanctioned by the UGC under the 10th Plan Innovative Programmes. The course will give those who want to be self-employed an added advantage. It has been specially designed to bridge the gap between IT and governance.
Dr. Kanchan also said e-governance in day-to-day life facilitates interaction between the government and citizens, as well as government and business and business to business.
H.S. Nagalakshmi, professor of Computer Science, said that e-governance helps bring about change in the mode of administration, helps in business process outsourcing, improves the ability to brainstorm about e-business models and e-strategies, helps in understanding basic budgeting techniques, and acts as a tool for investigating any collaborative research.
“It is an inter-disciplinary course that will help students a great deal in their chosen career. People usually misunderstand e-governance as a concept. It is not just related to a government job. It has got a lot to do with project implementation and consultation etc.” “There is severe shortage of trained professionals. The graduates can easily find placement either in the public or private sector,” said Ms. Nagalakshmi.
In the first semester, students will learn about public administration and entrepreneurship development, introduction to IT, e-governance, e-governance architecture, data base, data warehousing and data mining. In the second semester, they will learn about information systems, design and analysis, software engineering and testing, e-governance applications, and survey of e-governance projects.
