What is the meaning of the expression ‘put past someone’?

The expression is normally used to show disapproval. When you say that you wouldn’t put something past someone, what you mean is that the individual in question is quite capable of doing something wrong; at least, something which you don’t approve of.

I wouldn’t put it past Velu to deny all knowledge of the incident.
