"We should know the helmsman"

NAMING OF CM and PM before polls displays the resoluteness of the party in choosing their leader as Head of the Government who is to get elected from a constituency though it is not immediately mandatory as per provisions of the Constitution.

Further, people also will give a decisive vote to the future head of the government, if his/her name is declared before polls itself. It is also ensured that his/her government will complete full term in office. This was experienced by the people when Jawaharlal Nehru, Indira Gandhi, Rajiv Gandhi and N.T.Rama Rao were at the helm in their respective parties.

If CM and PM names are to be decided after poll verdicts, some leaders will project themselves as `hopefuls' for these posts which may result in intra-party rivalries, horse-trading etc and may also lead to changes of leadership before expiry of full term. Such problems will not crop up if the heads of governments are decided before polls.

Our Constitution-makers have preferred parliamentary democracy to presidential democracy keeping in view the country's diversity the central theme to collective responsibility to the legislature i.e power should not be vested in a single person rather a group of members i.e. Council of Ministers. Keeping in view the spirit of parliamentary democracy, political parties should not name their CM/PM candidate before polls. Our constitution has vested power with legislatures. They should elect the CM/PM candidate, but not the members of a political party. Legislatures represent the people and it reflects the people sovereignty in a democratic polity.

My firm opinion is that the name of the CM and PM should be fixed and informed by the parties before they face the election. The voters are made fools by changing the leader after the election. Though there is a feeling that the voters are just donkeys who bear and carry any waste should change and be removed from the minds of the leaders of the political parties. The only right a voter has is to cast a vote and after doing that if he is cheated it is too much. If N.D.A is elected Vajpayee should be the P.M similarly if Congress and allies are elected Sonia should be the P.M. and if the people elect TDP Chandra babu should be the CM and if Congress and allies is elected Y.S.Rajasekhar Reddy should be the C.M. If not, it is clear misleading act from the part of the political parties, which is unbearable to the people of India.

Yes, the party must name their CM/PM before polls; cause the modern democracy rests on the idea of representation. Without representation it will be impossible to operate democracy in this modern state with its vast territory and population. It is impossible for all the people to assemble, discuss and take decisions. The growth of the representative system has enabled the people to control the government through their elected representatives. So people will search for a right leader and vote for him. Some people may not know about the whole party and the party leaders. Even though all the leaders of the party work together equally, people elect only one. Many people vote by seeing the person but not by the party i.e people depend on only one right representative. So party must name their CM/PM before polls.

I think that the CM/PM candidate should be announced prior to elections. This gives voters an idea to exercise their authorization. For a ship to go on a voyage safely good Captain is necessary. So a good leader is necessary for all round development of country. But now-a-days political parties are maintaining suspense over the prime ministerial or chief ministerial candidate till the last and confusing voters. This is like naming the captain of the team after the play. So political parties should announce their leader prior to elections.

It is better the political parties; at least the major national parties name their CM/PM candidates before polls. This shows that their political leadership and leaders are moving on the same plank. Also, it may decrease the distances among the party workers and brings unity among them, which adds an extra advantage to the party. Most of the general and assembly elections we have seen so far have all the parties projecting their CM's and PM's in advance. However, this time is was different.

Most of the electorate, who expect for a stable leadership through an efficient leader largely vote on the basis of CM/PM candidates. If a party does not decide on their future leader before polls, it may downsize the party's image among people.

All the political parties should name their CM/PM candidates before elections. Otherwise people will be caught in a state of confusion. Some times we vote for a party because of its candidate or vice-versa. But, things would be pretty clear, if the major political parties make their stand clear on who is going to be their nominee for the coveted posts.

Yes. Every political party should name their CM and PM before polls. If the parties could not select the right person from among them as CM or PM, how can they guarantee good governance?

If the parties announce the person after the polls, it may lead to a lot of chaos. If the candidate is named before hand, he can participate in all programmes -- from selection of candidates for various constituencies to preparing the poll agenda to leading the party's campaign so that the people will have an idea on his approach and also an opportunity to choose.

Certainly, the parties should announce their nominees for the posts of the CM and the PM before polls. If they can't declare the leader in your party, how can they rule the State or the country? First declare the candidate and give him or her full support to that candidate without any hassles.

Yes. When you are casting your vote, you aren't voting just for a party. You are voting for the candidates in the party. And, until and unless we know who the leader of the party is, we cannot vote for the party. The person contesting for Prime Minister or Chief Minister's post must have certain leadership qualities and also a clear background. Based on the qualities and virtues of the candidate, the people can expect a worthy chief minister or Prime Minister. But, if the person's name is announced after polls, people are not sure if he doesn't turn out to be a disaster. Since ours is a democracy, we need to know for whom are we voting for. After all, we do not want to waste our votes.

Dhiraj Kumar Gupta, MBA.,

Yes. Because the people should know about the leader they are electing. Differences surfaced among leaders in a political party with a couple of senior leaders trying to portray themselves as the obvious choices for the chief ministership in the event of the party coming back to power. I strongly feel that naming the CM and the PM before polls can alter the poll trends to a large measure. The parties should declare the correct persons before polls with the consent of their rank and file.

While people would decide whether or not to vote for a party based on their prospective choices for the coveted posts, there is every danger that those who were named to occupy the gaddi may face a severe security threat.

Yes. The parties participating in the election should normally be in a standard to reveal the names of their Chief Minister and Prime Minister candidates prior to the elections. It will enable the people to weigh the merits and demerits and also the capabilities of those particular representatives leading the parties.

Of course. India is a democratic country. To justify the real democracy is to declare the names of the CM/PM candidates before the elections. This prevents internal squabbles in the parties and helps them project their eligible leaders.

In the present scenario, people prefer the candidates who are really concerned about them and who have good leadership qualities. After all, the CM and the PM are the most important decision-makers in our country.

The political parties should name their CM or PM before polls.

Ours is a people's government and we are given the right to vote with an ultimate goal of electing the best leader to lead us further. A leader plays an important role in the development of a nation. Only if his name is revealed, we can assess his abilities in solving our problems and fulfilling our needs. Therefore, it is compulsory for the political parties to reveal their leader. Or else, it's like leading a life without any aim.
