IN "BEHIND the Power: Vignettes from my Life in the IAS", brought out by Manas Publications, P.S. Bhatnagar, a retired IAS officer, traces his past, which is sprinkled with tales of people who make momentous decisions but put their personal glory before constitutional norms, those who guide people's destinies but their primary concerns include office rooms and bungalows.
Bhatnagar, who retired as Chief Secretary, Delhi in 2002 hasn't spared his breed either. An adroit Chief Secretary's inability to manage his better half at home makes for pleasant reading. Similarly, his frank admission that civil servants acquire bloated egos early in their career and long for foreign tours deserves praise.
The chapter in which he has given an insight into how he tackled a Finance Minister bent on bending the rules to his advantage proves one can prosper in the profession with a straight back.
Though Bhatnagar could not say goodbye to his bureaucratic style of saying things in a roundabout way, thereby protecting the reputation of many, still he has managed to picture the small games big people play.
