Yes, the government has taken a good decision on banning cell phone use by students in educational institutions. Once upon a time, cell phone is a luxury but now-a-days it has become a must. In educational institutions, students are using cell phones in an objectionable manner. "There should be books in the hands of the students, but not the cell phones". Parents should be very strict about this aspect, they should observe their children's behaviour and should control his/her luxurious lifestyle. In classrooms, the cell phone is a very disturbing item, so the institution has to give strict orders to students about cell phone ban and fines should be collected.
