Self-assessment for property tax revision should be based on returns submitted by the property owner in a prescribed format. Heads of Corporations, municipalities and town panchayats must collect the returns from property owners. Bill collectors, revenue inspectors and other officials should verify the returns and crosscheck the records available with local bodies and other Government agencies. Proper ceilings need to be fixed for buildings. For example, it can be 25 per cent for residential buildings, cent per cent for industrial buildings and 150 per cent for commercial buildings. Discount can be provided for the same based on depreciation value and nature of buildings. For star hotels, Theme parks, multiplexes and shopping malls, air-conditioned halls and super specialty hospitals, a separate basic value can be fixed by local bodies.
