People cautioned against buying land or property in unauthorised layouts
|
With no other option as rosy as that of investing in land with guaranteed returns in a reasonable period of time, first preference of any individual is to buy land. More so in the present real estate boom, none would like to miss out on an investment opportunity.
But it is where middle and lower middle class investors should be more cautious before parting with their money for buying a plot in number of layouts coming up in the extended jurisdiction of Hyderabad Urban Development Authority, which would soon pave way for Hyderabad Metropolitan Development Authority.
Extended area
With prices anyway ruling high for plots in layouts of the surrounding 12 municipal areas merged with Greater Hyderabad Municipal Corporation and out of reach for common people, demand is picking up for layouts coming up in the extended area of HUDA comprising 16 mandals in Hyderabad, 10 mandals in Medak, 22 mandals in Ranga Reddy, two mandals in Mahbubnagar and five mandals in Nalgonda districts. As many as 626 villages come under the purview of the extended jurisdiction of HUDA which was notified for integrated development through GO.No.274 and GO No.430.
HUDA recently issued notice about the extended jurisdiction of its area in Medak, Nalgonda and Mahbubnagar besides Ranga Reddy districts listing all the villages to create awareness among people, real estate and property developers about the rules and regulations for layout approvals.
It had came to HUDA’s notice that some builders and developers were taking up unauthorised layout development in the extended HUDA area and promoting the same keeping the gullible public in dark about the unauthorised status of their layouts.
It is imperative for people to buy land only in HUDA approved layouts and projects in accordance with zonal regulations to keep their investment safe.
“With not many applications for layout approvals in these areas reaching HUDA, we realised that people in these areas are not clear about the norms for layout approvals,” said HUDA Vice-Chairman Jayesh Ranjan.
‘We caution people, interested agencies/organisations not to buy plots, property in unauthorised layouts or enter into transactions regarding such property.
If people still go ahead and enter into such land transactions in the HUDA’s extended area, they would alone be responsible for their deeds and would have to face legal consequences,” HUDA authorities said.
“Soon after the expansion of the area of HUDA spreading to neighbouring districts, we issued an advertisement about the extended jurisdiction for the development control of the area to ensure planned growth. The recent advertisement is to make people, both sellers and buyers, aware of the rules and regulations for layout approvals in accordance with the Master Plan for the extended area under preparation,” he said.
HUDA keeping in mind public convenience decided to accept applications for layouts in the prescribed format through the district, regional, head office of DTCP. After examining the application, the DTCP would forward the layout plan to the HUDA Vice-Chairman for draft and final layout approval.
HUDA has a procedure to verify the ownership of the land and approval would mean that the land has clear title. The DTCP Head Office is located in AC Guards, Hyderabad while the regional office is in Old Malakpet. For areas under Ranga Reddy district, applications should reach DTCP office, Annapurna Apartments, Old Malakpet, Hyderabad.
For the Medak district area, one should apply to DTCP Office, Shantinagar, Sanga Reddy and for Mahbubnagar district areas, one should approach DTCP office, Opp. NGO Home, Subhash Nagar, Mahbubnagar and for Nalgonda district areas, the address is DTCP Office, Old IT Colony, Nalgonda.
HUDA authorities stated that any layout or development scheme which was not in accordance with HUDA norms and regulations even if sanctioned by a gram panchayat, would still be an unauthorised/illegal layout if it was not approved by HUDA or DTCP, Andhra Pradesh.
HUDA further emphasised that any developer/builder/ agency dealing in property business in HUDA area or an advertisement agency giving publicity to such ventures should give the permit/file number of the said property as per the revised building rules-2007 along with the details of HUDA/DTCP approval without fail.
If the above mentioned details were not provided to the general public or interested buyers or the facts were deliberately withheld from the buyers, they would be liable for prosecution.
Besides such real estate or development company would be black listed, HUDA authorities said.
HUDA would organise meetings of sub-registrars through District Collectors concerned for sensitising them against registration of lands without valid approvals.
