Bharat Nirman behind schedule

The UPA government’s flagship Bharat Nirman programme is running behind schedule and many targets with regard to village electrification, rural roads, drinking water, housing and irrigation are unlikely to be met.

The Bharat Nirman programme was formulated in 2005 by the United Progressive Alliance government for implementation during 2005-2009.

The programme covered six key areas, but according to the draft document of the 11th five-year plan progress in many of the sectors is unsatisfactory.

Referring to rural electrification programme, the draft said: “During the first two years, the progress under both the objectives (electrification of villages and households) has registered an achievement of 34 per cent and 6 per cent respectively. There are major shortfalls in this sector.”

The government had targeted to provide electricity to 1.25 lakh villages and 2.3 crore households that are below poverty line during the four-year period.

The other five components of the programme aimed at improving living conditions in rural India deal with drinking water, irrigation, roads, housing and rural telephony.

Regarding the drinking water programme, the draft said though the coverage of uncovered habitations progressed well, “there is a huge shortfall in covering the quality affected habitations in which only 5 per cent coverage was achieved.”

The government had proposed to cover 55,067 uncovered habitations by 2009 and all habitations suffering from water quality problems. - PTI
