Changes needed in building rules
The State government’s recent declaration indicating certain amendments to the building rules, has provoked a hue and cry from various quarters. Strictly speaking, a considerable section of society does not correctly comprehend the character, magnitude and complexity of urban problems and the importance of building controls.
The Kerala Municipality Building Rules 1999, amended in 2001, is unsuited to the present and future needs.
Many provisions, especially in respect of access, coverage, FAR and parking, are inadequate to meet the looming challenges. In a situation where every flat owner owns a car, if not more, the rules stipulate only one space for every four flats. Permissible FAR is as large as four.
Even in major metropolitan cities, FAR is much less, unless the available infrastructure permits as in New York or Nariman Point, Mumbai.
In Kerala, with the number of vehicles doubling every six or seven years, the present rules are retrogressive.
