Come April, residents of Bangalore will be able to calculate property tax by using a simple calculator on the web, says M. RAGHURAM


The Bruhat Bangalore Mahangara Palike (BBMP) is all geared up to give property owners yet another IT-enabled service. This time it will be for calculating property tax. Come April they can use a simple calculator on the web and pay the tax on the net. No need to stand in long queues anymore.

The Hindu PropertyPlus in a chat with the Chief Financial Officer of the BBMP J. Manjunath learnt that the calculator will help the people to arrive at the exact sum as per the Capital Value-based System (CVS).

The calculator has been designed on the basis of the single window concept. The taxpayer need not wander on cyberspace looking for slots to chip in the details of his property. The solution will be “end all in one window” transaction.

Clear guidance

The calculator will help the owner to quantify the value of his property based on the various rates, slabs and areas, extent of property and built-up area. The calculator will guide him through the various steps including value of buildings in various parts of the city, corresponding rates, fees, cess, depreciation value and the appropriate market value.

Asked how would the CVS help the taxpayer or what were the changes that would come up, another senior official in the administrative section said the CVS would be different from the present Self Assessment System (SAS) in many ways. The tax rates will go up by 30-40 per cent in CVS in comparison with the SAS.

To further simplify the tax system the BBMP will also tie up with banks and their credit and debit card systems.

This will enable the taxpayer to arrive at the sum, fill up the form, and pay the tax in the comfort of his office or home.

Case studies

The database crated by the BBMP on a “scaled up model” on real time case studies in areas such as Rajajinagar,Vijayanagar and Koramangala indicated that the CVS calculation by the taxpayer could be as accurate as done by the billing section of the BBMP.

The case studies relied on the calculations of taxpayers having houses of different dimensions.

When the calculator is operational on the net from April 1, 2008, the system will take over from the SAS, the sources pointed out.
