Various town planning charges and other fees have been hiked by GHMC from July 1, informs V. Geetanath

It’s not just land rates, bigger constructions have just become more expensive in twin cities with the Greater Hyderabad Municipal Corporation (GHMC) increasing various town planning charges and others fees from first of July.
Enhanced betterment charges are markedly more if permissions are taken to construct or alter buildings in plots of more than 500 sq.mts.
The rates have been rationalised in such a manner that there is some relief for small plot owners constructing in plots of up to 500 sq.mts.
The revised schedule of charges and fees has been in the making for more than a year by a committee of retired and senior town planning officials.
In fact, the package was finalised some time ago but was kept in the back burner due to a variety of reasons like GHMC formation, bypolls, etc.
The Government had already raised development charges, impact fee, city level infrastructure impact fee, vacant land tax, compounding fee and the likes last year itself and these too come under town planning fees.
As per the new betterment charge package, the rate for taking permission to build in plots upto 200 sq.mts has been reduced to a flat rate of Rs. 10 per sq.mts from the earlier price band of Rs. 10-Rs.33, prevalent for the last 10 years till 2003. Similarly, rates for constructions in plots from 201 sq.mts to 500 sq.mts were fixed at a flat rate of Rs. 50 sq.mts as against Rs. 33-Rs.55 band before. (See table).For bigger plots between 501 sq.mts and 750 mts, the charges got increased from Rs. 55 per sq.mts to Rs. 70 and for plots above 750 sq.mts, the rate was increased to Rs. 80 per sq.mts from Rs. 55 earlier.
High-rise structures
Builders going for high rises and commercial constructions will also have to shell out more. For residential high rises, the rate will be 100 per sq.mts (Rs. 77 before) for residential blocks and if it is commercial, the charge will be Rs. 150 (Rs. 99).
Again, for plot size of up to Rs. 200 sq.mts, the rate was reduced to Rs. 50 per sq.mts as against Rs.55-Rs.82.50-Rs.88 before for commercial buildings, whether they are cinemas, halls, etc.
“We have not increased the betterment charges for the last five years and in the municipalities there has been no hike since 1993.”explained Chief City Planner B. Purushothama Reddy.
Core area/suburbs
The hike is four per cent for the core area and 150 per cent in the suburbs incorporated to GHMC. He pointed out that due to low charges in the suburbs earlier then municipalities were unable to take up any infrastructure development work and practically non-existent in many areas. “Commissioner and Special Officer C.V.S.K. Sarma has released Rs. 60 crore to Alwal circle for civic works while its income was just Rs. 1.5 crore a year.
The betterment charges will be spent to improve amenities in the suburbs,” Mr. Reddy maintained.
Permissions for obtaining layouts got increased to Rs. 15 (Rs.8.5-Rs.10) for residences and Rs. 20 (Rs.10-15) while betterment charges for residential buildings got hiked to Rs. 125 (Rs.86) for areas other than Banjara Hills and Jubilee Hills Rs. 175 (Rs. 107.50) – same for commercial buildings.
Demolitions too will cost more with Rs. 2,500 per sq.mts to be charged for unauthorised constructions from Rs. 500.
Relief to developers
The new schedule could come as a relief for practising architects, engineers, real estate developers and others with the GHMC deciding to charge Rs. 10,000 for five years as licence fee instead of Rs. 1,000- Rs.1, 100 a year.
Surveyors too need to pay Rs. 7,500 as licence fee for five years instead of Rs. 1,100 each year.
