The ’kill’ gets GHMC coffers full

Six months into its existence, the Building Penalisation Scheme nets crores in each municipal circle, writes V. Geetanath

At the end of the six-month period of the Building Penalisation Scheme (BPS) being in existence, Kukatpally municipal circle topped the list of having received 31,380 applications and collected Rs. 31 crore from among all the circles under the Greater Hyderabad Municipal Corporation (GHMC).

It is followed by circle 10 (erstwhile circle five of MCH comprising of Khairatabad, Begumpet, Banjara Hills, etc.) where as many as 24,212 applications were received. L.B.Nagar and Gaddiannaram municipal circles stood third having received 24,071 applications.

Serilingampally – north and south together, considered to be high growth regions got 19,203 applications and Malkajgiri municipal circle which has been in the news when the High Court had ordered action against illegal structures saw 15,392 applications being filed.

Least applications

Secunderabad or ex-circle seven was not lagging far behind having got applications to the tune of 14,235. Ramachandrapuram-Patancheru and Kapra municipal circles got the least number of applications with 933 and 931, respectively.

Within Hyderabad Urban Development Authority (HUDA) limits, 9,000 applications filed for BPS with penal fee paid touching Rs. 16.3 crore. While BPS to regularise unauthorised buildings and constructions built in deviation with the sanctioned plan was closed, the Layout Regularisation Scheme (LRS) to officialise plots of illegal layouts would continue to be in vogue for the next three months.

The Government decided to close BPS following reports of large scale illegal constructions coming all over the city taking undue advantage BPS because the penal fee under it is quite low compared to the usual building permit fees to be paid for taking a fresh permission. In GHMC limits alone, more than 5,000 such structures had come up as per official estimates itself.

This happened despite the Government and the High Court clearly stating that constructions built till Dec.15, 2007 only would be considered for regularisation. Still, GHMC had surpassed all expectations by receiving about 1.97 lakh applications for BPS alone with penal fee touching Rs.384 crore. Officials admit they had exactly half the figure in mind when the scheme began!
