GOING ONLINE: A document scanned by an official of the Registration Department in Coimbatore. –

Computerisation of select services at the 13 sub-registrar offices in Coimbatore District seems to be gradually gaining public awareness, with increasing use by customers. For instance, if nearly 100 applications are received every month for Encumbrance Certificate (EC), about 20 per cent are filed online.

With the implementation of the Simplified and Transparent Administration of Registration (STAR) project in the Registration Department in the State since 2002, the following property-related services are IT enabled: documents are scanned and stored on Compact Discs, applications for encumbrance certificates are received online and guideline values are available on line.

The IT initiative also includes issue of certified copies of documents already scanned and preparation of property valuation statement.

According to an official of the department in Coimbatore, of the 13 sub-registrar offices here (in Joint I and Joint II), eight (except Madukkarai, Periyanaickenpalayam, Annur, Thondamuthur and Singanallur) are inter-connected too. Thus, those residing in other cities or in foreign countries and are interested in a property here, can apply for the EC online.

Time taken to issue the EC or the document copy has been reduced substantially with the computerisation. EC can be applied online for property in an area that falls under any computerised sub-registrar office in the State and it will be delivered at the doorstep on collection of fee and delivery charges.

The website also enables one to know the stamp duty/registration fee payable for a particular property.

Regarding the performance of the real estate sector during the last few months in Coimbatore region, the official says movement has slowed down during the last few months.

In April-May 2008, 20,767 documents were registered here. In April-May this year, this has come down to 16,814.

Various reasons, including the global recession, economic slowdown in the country and fall in purchasing capacity of the public have all contributed to the slow movement in the real estate sector here, the official says.
