dated July 14, 1950: The Kashmir issue
It was understood that the Prime Ministers of India and Pakistan
would meet in New Delhi on July 20, to discuss the Kashmir
dispute. After a preliminary on-the-spot survey of the Kashmir
problem, Sir Owen Dixon, the United Nations Mediator, seemed to
have considered it of prime importance that the two Prime
Ministers should meet, for a personal discussion of the various
issues involved.
Sir Owen Dixon believed that a number of points hitherto
remaining unsettled might well be resolved by direct talks
between the Prime Ministers, who might see the desirability of
adopting a policy of give and take. Sir Owen Dixon would no doubt
be present during the talks to utilise his good offices to enable
the Prime Ministers to reach a satisfactory agreement.
No official indication whatever was available as to the line of
action that was being pursued by the United Nations Mediator.
But, there was an impression in lobby circles that the
impossibility of holding a plebiscite in the existing
circumstances in Kashmir were clear to Sir Owen, especially after
his personal visit to the two zones, held by Indian and Pakistani
troops.
Mr. Savarkar to be released
Mr. V. D. Savarkar, Hindu Mahasabha leader, was ordered to be
released by the Chief Justice at the Bombay High Court on July
13, on an undertaking given by him that he would not take part in
any political activity for a specific period.
