DEHRA DUN, MARCH 2. The veteran Congress leader, Narain Dutt Tiwari, was sworn in Chief Minister of the first-elected Government of Uttaranchal by the Governor, S.S. Barnala, today. Also sworn in were 14 Cabinet Ministers and three Ministers of State. A beaming Mr. Tiwari had to calm down the crowd which kept on raising slogans in his and the State Congress president, Harish Rawat's support. All roads leading to the KDMIPE auditorium, where the function was held, were blocked by vehicles and it took over an hour after the ceremony for the traffic to be normalised. Many people who had come to see the function could not enter the venue. The former Chief Minister, Nityanand Swami, and Indira Hridayesh were among the VIPs who had to leave their cars and walk about a kilometre to reach the venue.
