Cong. observers to report on anti-party activities

BIJAPUR MAY 12. The KPCC observers who visited Bijapur on Saturday to inquire into the "role" of the city MLA, M.L.Ustad, in the defeat the party's nominees in the Bijapur Taluk Panchayat election, will submit their report shortly.

Talking to presspersons after holding a discussion with the party leaders and workers here on Sunday, the KPCC Secretary, P.M.Ashok, who is in-charge of party affairs in Bijapur and Bagalkot districts, indicated that disciplinary action would be taken against members who had violated the party whip in the TP election.

He said there was prima-facie evidence of the party whip having been violated by five members, who were, however, denying that the party whip had not been issued to them. Being Congressmen, they were expected to be disciplined, and to cast their vote in favour of official nominees, he added.

Replying to a question, he said it was true that many party workers had openly said that the party would not initiate any action against them, and the inquiry was ''eyewash.'' He said disciplinary action would be taken in three or four days.

On Mr. Ustad's ''complicity,'' he said party members, who were said to have violated the party whip, had said they were responsible for their actions, and they were not guided by the MLA. Mr. Ashok said that his own assessment of the issue, however, would be conveyed to the party leadership.

Referring to the assault on the Commissioner of the Bijapur Urban Development Authority (BUDA), B.C.Pujar, he said the President of the Bijapur Municipal Council, Gulappa Shetgar, and an Block Congress Committee chief, Lalu Ustad, (younger brother of Mr. M.L.Ustad), who were the main accused in the case, were present at the meeting, and they had explained their stand. He had gathered enough information, which would be brought to the notice of the State party leadership, he added.

Faction feuds

When asked about faction feuds in the Bijapur District Congress, he said he would arrange a meeting of the former MP, M.B.Patil, and Mr. M.L.Ustad (leaders of the rival groups) with the Chief Minister, S.M.Krishna, to enable them to sort out their differences. Both leaders had agreed to attend the meeting, he added. Admitting that faction feuds had sullied the party's image, he said indiscipline would not be tolerated. If there was any misunderstanding among the party members, it should be sorted out in the party forum. If anybody went to the press, it would be construed as indiscipline, and stern action would be taken. He said he could see no logic behind the argument of Mr. Ustad's followers that the present row was raked up to scuttle the chances of their leader joining the Cabinet. On the poor representation of party workers from Bijapur in the State's boards and corporations, he said the anomalies would be set right in future. The State party leadership was aware that some districts including Bijapur had poor representation in the Cabinet. A balance would be struck in the next Cabinet reshuffle, he added.

On the revolt by party members in the Sindagi Taluk Panchayat elections, he said the party had received complaints which would be dealt with separately.
