'Water release if Kabini level rises'

BANGALORE Oct. 16. The Kabini reservoir would reach its full level with an additional inflow of 4.81 tmcft of water and the Government would consider releasing water from the reservoir once the level went up by three tmcft, to ensure the safety of the dam. The inflow into the reservoir now was about 5,000 to 6,000 cusecs a day, the Minister for Information, Kagodu Thimmappa, said here today.

Briefing presspersons on the deliberations at the Cabinet meeting, he said the storage position in the reservoirs in the Cauvery Basin in the State was still 30 tmcft short of the requirement of the State, which was 65 tmcft, implying that it was still not in a position to immediately spare water to Tamil Nadu. He said the Government was hopeful of the situation improving shortly.

Mr. Thimmappa said the State's requirement of water was 52 tmcft for the standing crops and 13 tmcft for drinking whereas the storage was 35 tmcft in the reservoirs after the rainfall in the last eight days.

According to Mr. Thimmappa, water that had flowed to Biligundlu was 19.5 tmcft while it was 15.4 tmcft to Mettur Reservoir since September 4. The Cabinet would review the situation on Sunday or Monday and take a decision (on the release of water to Tamil Nadu).

Abduction

The Cabinet considered measures to ensure the safe release of the Janata Dal (U) leader, H.Nagappa, who had been abducted by the forest brigand, Veerappan, Mr. Thimmappa said. Honest efforts were on to secure the release of Mr. Nagappa, he added, but declined to disclose the details, as it was a sensitive matter.

As far as the release of Kolathur Mani— whom Veerappan had suggested as one of the emissaries— was concerned, it was left to the High Court before which a bail application had been moved. Another emissary, Ponnachi Mahadevaswamy, had been contacted and the Government had promised all cooperation if he were to undertake the mission, Mr. Thimmappa said.

Privatisation

The Cabinet decided to include five more State undertakings in the list of facotries/units to be privatised. The units are Mysore Chrome Tanning Company, Vijayanagar Steel Plant, Karnataka Implements and Machineries Company, Karnataka Dairy Development Corporation, and Karnataka Tungsten Molly.

A committee would decide the manner of privatisation, he said.

According to Mr. Thimmappa, of the two lakh tonnes of foodgrains released by the Centre to tackle the drought situation in the State, the Government had lifted 36,000 tonnes. It had already utilised 20,000 tonnes providing job equivalent to 45 lakh man-hours through 8,521 works.

Tax exemption

By another decision, the Cabinet approved grant of entry tax exemption to the BPL unit in Maddur (Rs.74 lakhs) and Robertsonpet (Rs.2 crores).

Mr. Thimmappa said the Cabinet also decided to regularise unauthorised cultivation of toddy groves that had taken place before April 14, 1990. The total extent of land was 1.02 lakh acres, of which 43,184 acres were under unauthorised occupation. The regularisation would be done in such a way that the occupant's total holding did not exceed five acres.

If there were more than 100 acres of such land in a block in any village, it would be given to the Forest Department. Further, 10 acres in each village where such land existed would be given for purposes such as burial ground, Morarji Desai residential schools, scheduled caste and scheduled tribe and backward class hostels. About 100 acres after distribution among the unauthorised occupants, would be reserved for families of victims of group clashes.
