Pak. to seek WB arbitration if Baglihar talks fail
Islamabad, Jan. 4. (PTI): Accusing India of adopting "dilatory tactics," Pakistan on Monday described talks with India on Baglihar hydro-power project to be held today in New Delhi as "last ditch effort" to reach a bilateral settlement failing which it would seek a World Bank arbitration.
"We have not able to resolve it because of dilatory and bureaucratic responses," Pakistan Foreign Office spokesman, Masood Khan, told reporters here.
"It is all muffed out. It is a last ditch effort to find a solution through the bilateral channels," he said ahead of today's talks between Indian and Pakistan Water Secretaries to resolve differences over the power project being constructed by India on the river at Baglihar in Jammu and Kashmir.
He said Pakistan had tried since 1992 to resolve differences over the project with India through different channels. "There was no movement..no progress. We did not resolve the issue."
He said Pakistan had reservations and objections about the design of the project and its specifications of Indus Water Treaty of 1960. India has already rejected Pakistan's stand that it is a violation of the project but recently provided the additional data wanted by Pakistan for further talks.
Khan said Pakistan has explored all the avenues to resolve it bilaterally and if the talks did not succeed it would approach the World Bank for arbitration.
