THE public should come forward to pay the user charges suggested by the council, just as we pay water and electricity charges.
This will make the UGD a self-supporting scheme and would ensure its successful implementation. The proposal aims at treatment of effluents and recycling the same for agricultural, industrial and recreational purposes by bringing down the Biochemical Oxygen Demand (BOD) level below 30, which is acceptable. This will generate revenue for the Corporation.

AN Underground Drainage (UGD) scheme is an essential part of town planning. However, user charges should be levied only towards the maintenance cost and not to compensate the cost of the scheme, since it is a basic amenity that has to be provided by the Government.

THE implementation of the UGD scheme will help upgrade the existing drainage system. There is no harm in levying user charges for proper and effective implementation of the scheme. But, prohibitive charges must be avoided. If the charges are unavoidably high due to certain factors, provision can be made for paying in instalments.

THE user charges proposed to be levied by the Corporation for the UGD scheme are very much on the higher side. There is an abnormal difference between the charges pertaining to two adjacent slabs, both in respect of one-time sewerage collection charges and annual sewerage service charges.
As the slab system is detrimental to the interests of the user, the Corporation can consider introducing a percentage system.

Apart from acting as a haven to mosquitoes and other infectious germs, this type of drainage also turns the environment filthy.
