THE public should come forward to pay the user charges suggested by the council, just as we pay water and electricity charges.
This will make the UGD a self-supporting scheme and would ensure its successful implementation. The proposal aims at treatment of effluents and recycling the same for agricultural, industrial and recreational purposes by bringing down the Biochemical Oxygen Demand (BOD) level below 30, which is acceptable. This will generate revenue for the Corporation.

AN Underground Drainage (UGD) scheme is an essential part of town planning. However, user charges should be levied only towards the maintenance cost and not to compensate the cost of the scheme, since it is a basic amenity that has to be provided by the Government.

THE amount required for implementing the scheme is quite huge and this has resulted in a lot of confusion among the public. The scheme has to be implemented only in phases. And, the public will not mind paying if the user charges are utilised rightly.

RESIDENTS will have bear the user charges for UGD for some time. If residents do not want to pay, they will have to face the consequences. They cannot have the cake and eat it too!

UNDERGROUND drainage is a welcome step and a move in the right direction. It will no doubt improve sanitation in the city. The citizens will pay a reasonable cost for this facility, if the system is maintained properly.

WE are already paying property tax and the user charge for UGD is included in this .The common man should not be harassed by the introduction of new levies. In all these, the worst affected is the middle income group (MIG).

THE implementation of the UGD scheme will help upgrade the existing drainage system. There is no harm in levying user charges for proper and effective implementation of the scheme. But, prohibitive charges must be avoided. If the charges are unavoidably high due to certain factors, provision can be made for paying in instalments.

THE user charges proposed to be levied by the Corporation for the UGD scheme are very much on the higher side. There is an abnormal difference between the charges pertaining to two adjacent slabs, both in respect of one-time sewerage collection charges and annual sewerage service charges.
As the slab system is detrimental to the interests of the user, the Corporation can consider introducing a percentage system.

THIS is one of the many drastic steps taken by the government at the instance of the World Bank. It is not appropriate to charge separately for UGD as house tax, which promises a proper public drainage system, is already being collected.

DRAINAGE contributes largely to a number of of diseases. The UGD scheme would be helpful, as it helps prevent diseases and drainage seepage. UGD is needed for our city and the public must support it.

DUE to the systems of open drains, which exists now, residents tend to dump all wastes into it, leading to choking of drains. Apart from acting as a haven to mosquitoes and other infectious germs, this type of drainage also turns the environment filthy. Underground drainage is a promising solution for improving public health and environment. Nominal user charges are essential for such a scheme, which benefits everyone.

ALREADY, residents are being burdened with development charges. Although the UGD scheme is good, the citizens cannot bear the costs.

THERE is no harm in levying user charges for underground drainage (UGD) scheme. But, problems like identifying users, quantum of levy, recovery and monitoring need to be addressed. Use charges may be levied only for commercial establishments.

USER charges should be waived for areas where a large number of poor people live. This can be decided by panchayats, municipalities of the respective area.

UGD scheme is essential for a city like Coimbatore for improving sanitation. No, doubt it would entail a huge expenditure. But, an appropriate charge should be levied and the scheme must be properly implemented.

THE government should take up the responsibility and implement the scheme throughout the State. It could also be made compulsory, like in the case of the Rainwater Harvesting (RWH) scheme. But, the UGD scheme would be more acceptable and effective only if the user charges are reasonable.

AS the scheme is to be implemented with World Bank assistance and loans, asking the public to pay a huge amount initially and levying charges on a regular basis is not acceptable. It may be noted that in Coimbatore, those who already have underground drainage connection are not paying separately for this facility.

THE MIG finds it difficult even to pay the water tax, house tax and electricity bills. This being the case, user charges for UGD scheme would only be an additional burden on them and those who reside in rented houses.

USER charges for the UGD scheme would make people realise the importance of sanitation and hygiene.

THE government, which incurs expenditure for putting the UGD scheme in place, can collect it from the users. The system of toll charges is prevalent in most developed nations.
