Responding to terrorism some operational dilemmas A dilemma, by definition, can never be resolved totally. What we should aim at is a resolution based neither on cold-blooded pragmatism nor wide-eyed idealism but one that is practical and acceptable enough to enable us to go forward in our war against terrorism. In the language of decision theory, it could be described as a minimax solution i.e. a resolution that would minimise the maximum adverse effect of any wrong decision. |
